I am somewhat intreged by the 'reputation' tag and I've been unable to determine who adds these somewhat subjective tags and what value they are to a DL discussion forum.

I am somewhat intreged by the 'reputation' tag and I've been unable to determine who adds these somewhat subjective tags and what value they are to a DL discussion forum.
Reputations are given by the community members themselves. There's an option in "User CP" (top left) to see who has given you reputation and also turn it off/on if you do not like it. The more you post and the longer you've been a member, the more reputation "power" you have to give someone or take away from someone and they likewise. Reputation is given at the Post level that is the "Scale" icon on the right hand side.
Reputation as we have seen in the past is actually quite important in academics however, here it is a silly, fun feature.

:) This is a great Discussion forum: we have more features, more fun, more civility, more diversity of views than any other DL forum I know.

Thanks. We were running a different bulletin board software initially, but this one just had better features so we migrated over in October. I am an IS professional so I have the fortunate skillset to handle all of the web stuff and programming myself.
As far as the board atmosphere, this is all governed by you, the actual community members, good people make for good discussions and debate. Bad people...you get the idea.
I created Degreeboard.com for people just like you and to provide a nice tolerant safe environment where our only agenda is legitmate Distance Education Topics and Discussion/Debate. Degreeboard.com, Inc. will never have Ads, banners, "Feature Schools", Books, tapes, fee based "consulting" etc., that's just not who we are. Of course we all owe a great thanks to the Staff @ Degreeboard too with their varying opinions and backgrounds and donating their time which for some has come to hundreds of hours. So thanks "J", "dhfr", "michael", "Hawk", "Jimmy Clifton", and "Ryan" our Systems Administrator.

Thank you for allowing us to participate on Degreeboard, it is a super site and thanks to the efficient and fair moderators who are vigilant and who themselves participate in some of the good discussions that take place on board.

A slight suggestion from a relative newbie. How about weighting one's reputation-giving power not on number of posts but on one's own reputation? Is it fair that a senior person with lots of bad reputation (red boxes, I presume) should have more reputation-giving power than a junior person with lots of good reputation (green boxes, I presume)? Also, could one show in the UCP all reputation given instead of just recent reputation given?

The reputation system is primarily based on what you described and weighted more heavily that way. The more positive reputation you get, the more reputation altering power you also get.
However, I don't necessarily think that should be true in all cases, we've already seen cases where reputations were abused here and certain people were ganged up on and hit hard unnecessarily. Also just because one has a dissenting views (and henced get tagged on rep) doesn't neccessarily mean they should have less rep power than someone else if they use it in a fair way.
The bottom line is that it is a fun and silly feature first and foremost and it shouldn't be abused or taken seriously at all, also the Staff here have the exact same reputation rules as anyone else.
As far as your other question:
Right now the system is configured to show the last 20 reputations someone has given you in User CP and that seems to be plenty for now.
