Much has been written on various fora about the NCCA. They used to be located in Kittanning, PA and had some property donated to them in Sarasota, FL, their present location.
The NCCA has grown remarkably during the past 15 or so years. The courses are very, very thorough and their Temperament Analysis Profile (NKA Arno Profile System) is an excellent counseling tool.
However, they claim to license pastoral counselors. To my knowledge only two states license pastoral counselors (Maine and North Carolina). The costs of their various programs are very high, in my opinion, and I don't like the $15 fee for the catalog.
The President, Richard Arno, was ordained by the Church of Gospel Ministry, if I am not terribly mistaken and NCCA has some connection to a number of unaccredited schools, like Colorado Theological Seminary (http://www.seminary.ws/default.htm) that offers the NCCA curriculum. I don't think Arno has one single accredited degree but I may be wrong. Arno used to have some connection to Carolina University of Theology. (http://www.rcc77.bizland.com/CUT.htm)
The NCCA has established the National Conservative Christian Church for licensure and ordination.
There are other more recognized counselor training programs available.

In terms of professional credibility, would NCCA be perceived as legitimate or somewhat of a counseling mill?

The best I can answer is that in some circles yes; others, no. NCCA is somewhat like evangelical or Baptist unaccredited schools in that some in those circles would view NCCA as a legitimate agency.
