The Hong Kong Management Association offers a new distance learning PhD in Business Administration through Bulacan State University in the Philippines.

This program doesn't appear on the Bulacan website, suggesting it is a special program through HKMA intended primarily for Hong Kong students, although the HKMA website states, "The PhD degree can be completed overseas."
Bulacan is recognized by CHED and accredited by AACCUP in the Philippines, which makes it GAAP.
The program is "delivered by a flexible distance mode which is implemented through distance learning and self-directed study."
It has a "60-credit point structure comprising two components, i.e. coursework and thesis research."
It looks like there are seminars and workshops offered in HK, but no exams for individual coursework subjects, just a comprehensive pass/fail exam held at the end of the fifth semester.
However, you can avoid all that if you qualify for "block exemption." You can "apply to have prior learning considered for credit exemption from all or part of the coursework subjects where the prior learning is related to the initial knowledge of the course." An MBA or a CPA are given as examples.
This would leave you with the thesis "of 20,000-25,000 words" which you can write and defend in English or, if you choose, Chinese.
Cost is HK$88000, or about US$11,340 at today's exchange rate.
Based on what is available on the web, it looks like if you can qualify for the block exemption you would only need to appear in person for the thesis defense, and in HK, not the Philippines.
